Kiruv Rechokim and Kiruv Krovim

Question
With Purim coming up, I know that I will be approached by many institutions for tzedakah. I personally have limited funds and would like to ask the rov the following question. I'm interested in growing in ahavas Yisroel and willing to give a certain amount of money for kiruv. There is a wonderful kiruv krovim organization for teens who are off the derech. The organization does excellent work lishmah and is in desperate need of funds. On the other hand, there are wonderful institutions engaged in kiruv rechokim. Which one has kedimah?

In general, the rule is that the first tzedakah priority are the poor of one's family and then one's community. We might suggest that maintaining the Torah observance of Jews who are already keeping Torah and mitzvos would take precedence, since these individuals are already keeping Torah and mitzvos and therefore maintaining this is very critical. However, lemaaseh, I do not believe that this is true, for both kiruv rechokim and kiruv krovim are important mitzvos. Therefore there is no priority and you can split your funds between them or give to whichever one you wish.
